The outlined areas of work included administrative automation, healthcare support for military personnel and their families, advanced data analysis, and proactive cybersecurity capabilities, all subject to internal usage policies.
In July 2025, CDAO confirmed a broader cooperation framework with leading AI developers. Partnerships were announced with OpenAI, Anthropic, Google, and xAI, each with a stated ceiling of $200 million. The official CDAO release connected these agreements to national security objectives and the development of agentic AI workflows across multiple mission areas.
The latest announcement comes amid tensions between U.S. authorities and Anthropic. Reuters reported that the Trump administration requested federal agencies to suspend use of Anthropic technologies following disagreements regarding limitations on AI deployment in sensitive military contexts.
Within this environment, OpenAI’s classified deployment agreement appears not only technological but also strategic. Government AI procurement is undergoing rapid consolidation around a limited number of frontier developers capable of meeting both performance and compliance thresholds.
